Description

Establishes and maintains quality assurance procedures and  controls for ensuring  the performance levels and quality of products and procedures conform to established standards (technical, procedural and security).   Works with systems architects, database managers, and IT Security managers to integrate and establish key design and development checkpoints for new products and processes. Continues in monitoring the quality of ongoing performance against performance, cost and user-perceived value. Develops innovative metrics and indicators, collection approaches to supplement traditional project and status reviews. Advises management of test results of software or configurations prior to release into the production environment-works closely with delivery and service functions to maintain insight into the health of systems and IT services. Works with service level managers to monitor trends, vendor performance, audit results, and advises of improvement opportunities, efficiencies and corrective actions needed.   RESPONSIBILITIES: ·        Manage QA planning and QC activities throughout the Quality Assurance life cycle. ·        Have and use knowledge of ITIL processes, ISO 20000, quality tools and project management of improvement efforts. ·        Provides senior technical leadership for effective QA efforts across key design, development and maintenance lifecycles (e.g., SQA experience for the software lifecycle would include: design, coding, source code control, code reviews, change management, configuration management, and release management.) ·        Collaborates with ITSM process owners and activity leads to develop appropriate quality lead and lag targets, relevant tools, performance levels, relevant internal and reporting metrics or indicators and measuring approaches. Promotes the real-time usage of quality information. ·        Leads, trains or consults on systematic improvement processes and highly specialized quality tools such as 6 sigmas DMADV model ·        Provides Test and Evaluation backup consultation for sign-off parties wanting assurance of consistent and compliant designs-to-testing alignments: especially for applications tests, systems integrated testing, and user acceptance testing.   ·        Ensures quality of data and data management disciplines are established and being used to protect the integrity of vital data repositories. ·        Reviews and disseminates regulatory references affecting quality assurance monitoring or reporting. ·        Communicates performance and function development plans--status, risks, mitigation strategies, with senior management. ·        Briefs and reports on performance and compliance with applicable regulations and standards of IT activities dealing with critical design, development, operations, maintenance and investment trade-offs for IT systems, applications, infrastructure supports and networks. ·        Uses quality assurance information to identify follow-up improvement activities. ·        Serves as a key contact for internal, third-party certifications and inspections--provides input for responses to those inspections and oversight reports.   EDUCATION & EXPERIENCE:  Typically requires bachelors degree or equivalent, and 10 to 12 years of experience in quality management or quality engineering, including one to two years of supervisory and/or management experience. Expect basic certifications, professional memberships and activity in QMS, QA, PM disciplines, testing methodologies.
