GENERAL SUMMARY
Responsible for development of pricing themes and strategies and managing cost volumes for large ($50M+) proposals. Responsibilities include: day to day operation and leadership of the organizations Pricing Group, development of pricing models that maximize profit and win probability; coordination with members of the technical staff to develop basis of estimates; compliance with federal contracting requirements; and development of staff to support broad range of contracts and pricing methodologies associated with Federal contracting.
PRINCIPAL DUTIES/RESPONSIBILITIES
1. Works as a key member of proposal teams, supporting the capture and proposal managers in the development and implementation of pricing strategies, competitive analyses, interpreting solicitation pricing requirements, construction of pricing models, planning of cost volumes, and management of cost proposals for strategic bids.
2. Works with technical managers, finance, and contracts personnel to incorporate technical requirements, financial profit and risk objectives, and contractual terms associated with government contracts.
3. Responsible for Financial Management Reviews with senior management to demonstrate a comprehensive approach to the pricing of strategic proposals balancing corporate policy with financial goals and objectives of the organization.
4. Responsible for the estimating, development, application of costs, and final production of Price Proposals primarily for Civilian and Federal government agencies.
5. As the leader of the Pricing Group, provides training, professional development, and consistent direction and policy to staff to achieve pricing and financial objectives
6. Responsible for review and quality assurance of all large proposals.
7. Leads the development of contract terms of offer and assumptions. May participate in the negotiation of post award terms and conditions
Bachelors Degree in a business-related field required;. Masters Degree preferred.
Requires 12-15 years of professional experience in developing pricing strategies for large ($50M+) proposals for the Federal government and creation of complex pricing models.
Requires experience with various types of contracts including Cost Plus Fixed Fee, Cost Plus Award/Incentive Fee, Time and Material, and Firm Fixed Price; Pricing government and civilian agency bids; Pricing tools and software applications.
Hands on experience in preparation of cost proposals with a variety of contract types.
